乱れた日本の社会を憂いている中年男・杉村は、片田舎で「大ニッポン誠の愛」という組織を運営しており、いじめや援交のない世の中を作るべく日々頑張っていた。ある日、杉村は弟子の斉藤に「東京に出て修行してこい」と命じる。斉藤は初めての東京で乱れきった実態を目の当たりにするのだった…。
