暴力団山内組は組長が竹田会に暗殺されたので、秘密組織に竹田会長を消すように依頼し抗争を続けている。局長から指令を受けた殺し屋ジョーク東郷は竹田会長を狙っている。竹田は狙われるのを恐れて外出はボディーガードの亜紀子を連れて電車を利用、しかも好色な彼は車内で亜紀子を相手に痴漢を楽しんでいる。
