前作から二十年後…。ASIA連邦国の首都NEO TOKIOでは、首都制覇を目論むDr.スギタ率いる反連邦政府軍“ガイラ”のゲリラ攻撃がエスカレートしていた。死体が溶かされ消滅するという奇怪な殺人事件の連続…。その状況を鑑み連邦国首都公安部司令長官から、ASIA連邦国首都公安特殊隊へ捜査命令が発令された。
